Yes, I suggest that's done. Plus a course on the USA, it's history, customs, religious tolerance, observance of human rights, and what happens to nations that cross it's path. Maybe an exam too, with a pass mark to make sure the education is understood.

Then tag 'em, a tattoo probably, and set them free with a clear warning that if they engage in any anti American activity it will be a bullet next time.

All voluntary activity, of course, to qualify for liberty. -g-

Maybe some might even sign up for extra duties?

It would save dollars, and you never know, you might release some pro USA forces into the Muslim extremist world.
