I get the feeling that oil is found, more-or-less, everywhere and it's just a matter of trouble and expense to find it. Indeed, because Mideast oil is so plentiful and cheap it's just not worth the time and expense to look too hard for other sources.

It also seems it may be cheaper and easier to steal it by conquest than search for it elsewhere.
