As a matter of fact,all of the permanent members of the UNSC have been accused from time to time over the years of " supporting thugs ", yes?

That is one of the many reasons I was so disappointed about the hoo-haw over the ICC.I thought it just might be an answer to just this type of cruelty if everyone got on board.

But " what would happen if that changed " needs to be answered by " by what mechanism ? " first.

Yup. We heard lots of "deal with the root causes of terrorism" after 911. Suggest doing so, and there are suddenly lots of "buts".
