There are 2 parts to this issue. The manipulation of prices which occurred after the deregulation in '96, and the capacity "crisis". Note that there was only one rolling blackout in California in 2000, in San Francisco . There were 5 up to May 8th of 2001. For some reason the time line ends there, but I don't think that there were many more after that date. The 2001 backouts affected people statewide. Also note the flurry of activity during 2001 to try to avert the blackouts.

2001 is when the California manufactured crisis was on the national news a lot, and it is when Cheney made the statements that it was all California's fault, that this was a wake up call that we would need to get started immediately to build a new power plant a week across the nation, preferably coal, and that "conservation was a sign of personal virtue, but wouldn't do much to ease the crisis."

He was dead wrong on all counts. It turns out that the shortage was manufactured by some of the same people that made up his secret energy policy team. It is now evident why he wants to keep those names secret. We all know that Kenny Boy Lay was one.

It's curious that simple things like the compact fluorescent bulb and efficient appliances did so much to to avert a "crisis" in 2002, and yet the administration doesn't encourage people across the country to follow California's lead to reduce our energy use, and at the same time greatly reduce the amount of CO2 spewed into our atmosphere. Today Bush said that we need to reduce our dependence on Mid-East oil, but does absolutely nothing to encourage Americans to buy fuel efficient hybrid cars, or even drive slightly less. It was announced on CNBC today that the last year was a new record for the amount of gasoline that we used. Seems to me that it is up to Bush to convince the American people that conserving gas would be the patriotic thing to do. Maybe he could even do it with as much passion as he uses to convince us that we need to bomb the shit out of Iraq.
