Let me ask Kumar, what WOULD you consider grounds for preemptive military action?

The line of thought that Mr Powell expressed, much better than I can, would be adequate.

As I understand it :
- Get UN resolution(s)
- Get international support (and not just words of support)
- Get Inspectors in without conditions and see what they say

IF ALL of the above fail, we have no options left, so attack (with Congressional approval).
