Does anyone know what a "passive radar" is?

A "Passive" Radar system is one, that by definition, is passive and receives radar signals but does not put out one. It is used to detect Radar jamming Aircraft. Here is a URL to a "Brit" system.
radarpages.co.uk

I am at a loss to explain how it would detect "Stealth" planes as they are not putting out any signals. Here is the direct link to the Christian Science monitor story that reports what you posted. csmonitor.com

Frankly, even though it is in the CS Monitor, I doubt the accuracy of the Radar part of the story. It does not make scientific sense to me. And I do not believe that we lost two stealth bombers in the Balkans in the '90s
