My simple observation of H&S patterns is that the ones that happen are the ones that are in the direction of the most recent trend.

If the most recent trend is bearish, the bearish H&S patterns will prevail over bullish ones.

The thing you have to ask yourself about the USD is whether the trend is indeed bearish. For me it's not too difficult, as I deal in international currency as part of my day job and believe the underlying fundamentals for the erosion of the USD will not change in the near future.
