Not at all. They will bid for the colonial occupation (history shows we are no good at it, so we'll farm it out to people who are). The resource re-location will be shared with whatever Western nation can keep the animals in line, and moving forward from the 9th to the 21st century. Russia will prosper heavily in this, with Britain and France getting their share of the market. It's probably going to be called the New World Order, order having shown itself, on 9-11-01, to have become humanity's absolutely-critical single need. And we'll never have to extract oil from your beloved wasteland in Alaska. Everybody wins...
