It costs a lot of money to lay people off.
Loral has a generous severance plan. Employees get 1 week severance for every yr of employment to a maximum of 16 weeks severance pay. I am still getting severance checks until the end of October, plus unemployment, plus my last check going out the door had 2 weeks pay plus 280 hours of vacation pay that I had saved up. that's 360 hours of pay. Many other employees were in a similar situation to mine. So I believe you may be wrong there. It costs a lot of money to lay people off just to rehire them again. Oh and by the way most of those layed off will not be comming back. After 21 yrs there I never saw anyone come back after a lay-off. A lay-off is like a divorce. How many people do you know that re-married their ex-spouse? If I get a job anywhere close in pay to what I was making, I will not go back. The old saying "a bird in the hand" is very true.
