Well, who would be surprised to see a little pro Indian bias? Trouble is, the report maybe completely accurate as far as I can see.

The good news is the bad guys are being flushed out even with all the protection. There are obviously some very determined and loyal elements in the Pakistani Police Force. (Loyal as in "for the rule of law")

would have been nice if the author had not mentioned #19 & #20. dented his credibility, as one might assume he carries an Indian bias against Pakistan.
