The Government may impose special measures in times of war (and it has). But it ought to impose equally. In that regard, RD has no more restriction on his free speech than do you. I said yesterday (somewhere) that free speech is about protecting opinion, not bad behaviour. So long as people are only voicing opinion they are exercising the perogative of freedom under a system by, for, and of the PEOPLE. This comes before all. Governments may become corrupt. On that day it wil be your voice at stake, and you will hope that it may be allowed.
