There are many wonderfully educated and patriotic Iraqi's living abroad who escaped the tyranny of Saddam's rule. They yearn for a rebirth of their country. They have a vision of a new Iraq, full of the values most admired in America. How can we help them see that vision through?

The hard, practical, question: what sort of following do these Iraqis have in their own country? If they don't have people behind them, they are going to get eaten alive if they jump back into the mess - and let's not kid ourselves, it will be a mess.

Sometimes a neighbor needs a helping hand.

Sometimes a nation needs one too.

What's being proposed is a good deal more than just a helping hand. What's being proposed is an extended commitment to a highly vulnerable position. I think there's a lot we could do to help without becoming patron and protector of the next Iraqi government.
