Looks odd to me, too.

But what doesn't look odd is saying "The past actions of America with regard to the Middle East were part of the range of factors which led to 9/11." That seems to me quite accurate.

Unless you want to argue that nothing whatsoever that America did up to 9/11/01 had any bearing whatsoever on the decision of the hijackers. Do you really want to argue that?

When discussing the interplay of nations or quasi-national movements, I think it is a very rare instance where one side bears all the responsibilty and the other side bears none. I've never seen such an instance in my lifetime. Have you?
