I don't think anybody is blaming the victims of the 9/11 tragedy. At least, I haven't heard anybody doing so.

What I do hear are statements that the US government did some things, and failed to do some other things, which a) encouraged some people to plan the attacks, and b) didn't do enough to uncover and foil the plots.

That's very different from blaming the victims. If a nation is considered in loco parentis, it's more like the sins of the parent being visited on the innocent children. Not precisely that, but more like it.
