Michael, i think you're reading this wrong.

We've already dismissed Iraq's offer as posturing. The UN, the Arab world, and the rest of our allies may not agree with us. If this isolates us further from world opinion, it's a victory for Saddam not Bush.

If the UN finds Iraq's offer credible and legitimate and we don't, well let's just say oil prices and the market won't like it very much.
