(1) I am unaware of any UN Security Counsil "offers" or "decisions" made with regard to Iraq during the Bush #43 regime. I went to look for 2002 documents, but all I found were letters from the Iraqi government to the UN (complaining about various things), and a May UN Security Council resolution "... Determined to improve the humanitarian situation in Iraq, Reaffirming the commitment of all Member States to the sovereignty and territorial integrity of Iraq, ..." Here, look for yourself, maybe I missed something:

(2) But you've got the right instinct. Bush should declare that it was his heroic bravery that brought the Iraqis to the bargaining table. And then sort of try to avoid saying stuff about his previous policy. For example, if he mentions "regime change", people will assume that he's talking about the 2004 elections in the US.

(3) BWAHAHAHAHAHAHA!!! LOL!!! BWAHAHAHAHAHAHA!!! Still no war.
