There is the thorny question about Saddams own civilian population. Will the "no fly zones" be lifted.

Is this what Carl meant by the UN not allowing Saddam to kill 100's of thousands of people?

The "no fly zones" were put there to prevent Saddam attacking his own people.

the administration does not care

So you think it is "1,2,3,4, we really want to go to war?" Naah. There is no "Blood Lust" there. The administration would love to have Saddam totally comply, or be kicked out. But they are though messing with him. No more "Dissing" by him will be allowed.

If we have learned anything from our actions this last year, we should have learned that you have to make these people believe you really will kick their A** if they don't comply. Otherwise, we are wasting our time, and they will take our weakness as a signal to take even further action against us.
