Ah, you subscribe to the belief that "everybody does it." Well, let's take a look at Trafficant. He had government employees come out to his farm and do work for his personal benefit while on the government payroll.

In certain parts of the world, people who build office buildings pay bribes to inspectors, and the buildings fall down and kill people.

In some places in the US, you can pay a cop to let you go when you commit a crime.

Does everybody do this?

Not here. Not where I live (Fairfax County, VA). If you try to bribe a government official, you'll be arrested and put in jail. Very little political corruption in Virginia. It's unheard of.
