Saddam, who had no cards to play one year ago, is proving to be better at playing his hand by than we are -- "Saddam's offer is the latest example of a greater Iraqi diplomatic sophistication of late. He has sought to improve relations with his neighbors while simultaneously wooing three of the Security Council's permanent members: Russia, China and France." Try to imagine one year ago that China, Russia and France and the Arab nations would oppose us on Iraq. It would have been unthinkable. We dropped the ball and he picked it up and ran with it.
