Paul - Of course the Iraq offer was a trick.
Coming from Iraq, I only analyze one person's words: Tarik Azziz.
All other people are strawmen.

If Iraq was serious about the weapon's inspectors, Iraq would have warehoused all WMDs and begged UN to take delivery, hereby lifting the sanctions.

Of course, like any gobblernement, the weapons would have been the obsolete one's and those with container's leakings.

As any gobblernement in the world, in no circumstance, whichever, would a foreign entity have access to ANY place: this would be the same as giving up sovereignty.
Forget that weapon's inspectors crap, it never worked and never will.
