semi, You didnt answer the question although you make good points. "What is your view on how a country should respond to a terrorist attack if the military option is omitted? " There is no answer so thus the concept of a just war to explain it. The good guys or perhaps the better guys, or perhaps the somewhat better guys(whatever) have to figure out a way to defeat evil with a minimal amount of collateral damage. Otherwise you cede the rest of human evolution to the views of hitlers, stalins, maos, bin ladens, etc. Insane topics deserve reasoned replies. What you really suggest is a head in the sand approach which will lead to a world run by the evil guys. Mike
