No, the US will be allowed to use US bases if the UN Security Council decides to authorize the US to invade Iraq. That can and will only happen in the context of "disarm or else" -- and that is the rub for the US because we have been a pursuing a policy of "it does not matter if Iraq disarms -- we are going to invade Iraq anyway". That is the Bush/Cheny regime change policy and it has zero support from Saudi Arabia or anybody else except GB -- even Australia back-tracked today and withdrew their support for unilateral US action. We are losing support while the UN and Saddam are gaining support.
