Bush is doing what should have been done a year ago -- he is trying to "galvanize the international community". And the international community is increasingly galvanized around a policy -- and that policy is "disarm or else". Unfortunately for Bush, that is not the US policy. He did not galvanize any support whatsoever for the US policy. But he did help the international community recognize that they unanimously support a policy -- disarm or else -- and unanimously oppose (with one exception) the Bush/Cheney policy of "invade Iraq even if they disarm" -- which is the Bush/Cheney regime change policy. That is why it is so easy for Saddam to exploit the division between the US and the UN. We should never have created this division for him to use against us.
