Hi frankw1900; No, the argument on negative effects of oil (and other exports) is well discussed in, for example, this book which I read decades ago, at the time it was newly published:

In particular, see pages 160-168 on oil producing nations, as well as the chapters on import replacement and the stuff on "currency feedback".
