Yes, those are the only days since January 1997 that have had equity PC ratio closes above 1.0.

I would add a second wrinkle - the indicator is most bullish when it occurs simultaneously with a spike high in the VIX, which was the case on October 8, 1998 and September 21, 2001. I don't think that was the case on any of the other dates.
