Just because one supports Bush and I hope everybody does, doesn't mean that one has to blame Clinton for everything that went wrong. It could be argued that Bush had been in office for more than 8 months before 9/11 happened and could have prevented it had he been more competent. You know, sometimes horrible things beyond anyone's control happen - there is no reason to find and assign blame on your political foes (i.e. Clinton) to explain how it could have been prevented. Just get revenge on the perpetrators of horrible deeds (Al queda); find out potentially similar threats (Saddam); eliminate them and move on...

This reminds me of folks who blame the Fire Chief of NYC for the death of 300+ firefighters. The claim was that the equipment was bad because of which the command to evacuate the building was never heard by some of them. Fact is that no one could have predicted how equipment which worked in smaller fires/events would work in such a ghastly event. I saw those building collapse on TV. It was a mind-shattering event. One should not try to lay blame on people who failed to stop it. Some things out of the blue like that always happen - how one reacts to it is what is important.
