A "move" on Iraq was indeed being discussed -- an invasion. And it was precisely this "move" that Powell was talking about -- that is what became the ill-fated Bush/Cheney regime change policy. What on earth are do YOU think he was talking about? How could you ask such a stupid question as "do you think Powell was lying to the President"? Powell was saying to the President "don't adopt a policy to invade Iraq -- it is stupid and will alienate all our potential allies". Get real Bob.
