Wrong again.

There will never be a flat tax because the entrenched institutions, which make a living feasting on the deductible fruit of the middle class tax code (such as banks, mortgage companies, big charities, churches, hospitals, real estate companies, farms, accounting firms, lawyers, state governments, etc.), will NEVER let it happen.

Every flat tax proposal I have ever seen would be more generous in allowing tax abatement to low income persons than the present system. And the reason that it is hard to pass has nothing to do with "unethical end runs", and everything to do with the Democratic affection for using the tax code as a policy instrument........
