No, it doesn't. The awareness my opinion is based on is not limited to an awareness of just terrorists groups, though disputed evidence has long suggested a connection between Iraq, for instance, and terrorists. Murderous regimes pledged to destroy us are a legitimate targets for defensive preemptive measures, IMO. It's the best we can and should do for ourselves, and others for that matter.
