If there was a profit to be made, that should be incentive enough. If the residents in the area are not willing to pay what it would cost for the service provider to build out and operate the network at a profit, then a government mandate is simply forcing bad business decisions.

If there is profit to be made, I bet some entrepreneurial person finds a way to exploit the lack of reasonably priced high speed connections.

I can see it now "Techplayer's Wireless Internet Service Provider".
