Okay, I see what you mean about the distinction between guerillas and terrorists. They do overlap, but I don't see how bin Laden, in Afghanistan, could be expected to fight a guerilla war against America. The embassy attacks and the Cole attack were pehaps closer to guerilla tactics, but 9/11 certainly wasn't, having no military importance whatsoever.

Frankly, I can't see any other tactics bin Laden could use to achieve his goals either. Not that I approve of the ones he does choose, but if -- IF -- you accept his premises and his commitment and goals, he really doesn't have many options. Not that he's going to succeed with the options he's chosen, but maybe he considers it better than doing nothing at all.

And certainly he has succeeded in making Americans more aware of the intensity of feeling about American troops in Saudi Arabia.
