If you swear to me that you think that CobaltBlue is an expert on modern maritime practices and understands the government regulations that determine when the DoD is and is not allowed to use foreign carriers, well, then, I'll think about maybe digging up the link that proves that cost is considered. But Jesus Weeps! How much time do you think I have on my hands? It's like shouting down a well.

P.S. Ah what the hell. Read here, for example:

The Cargo Preference Act of 1904 (1904 Act) requires all items procured for or owned by U.S. military departments and defense agencies be carried exclusively (100 percent) on U.S.-flag vessels available at rates that are not excessive or otherwise unreasonable. These cargoes are generated primarily by DOD contracts with domestic and foreign contractors. Cargo preference applies not only to the end product, but also to component parts.
