Cheney himself was asked point-blank on television if Iraq was completely disarmed, is it US policy to invade anyway -- and he answered 'yes', that is the policy of President Bush and this Administration, we will invade Iraq anyway and pursue regime change even if Iraq is completely disarmed. This is the Bush/Cheney regime change policy. There is no doubt as to Cheney's position. Cheney says they are NOT seeking disarmament -- they will settle for nothing less than getting Saddam himself. That is the policy that Cheney spent the last year "selling" and nobody bought it except GB.
