I think the 2million must be including all the outstanding puts - not just traded over the counter and not only for Sept. There are only 17000 puts outstanding for sept over the counter.

not exactly.
What he said was "representing 2 million shares" or something to that effect.

He phrased it very badly and I had to look it up.

There are 20K PUTs representing 2M shares.
