You're absolutely correct. Government is inefficient. That is a given. The catch-phrase pre-Enron et al. (voiced by no less than GWB himself) was: "We're gonna run government more like a business." Don't hear such talk anymore, do we? (For good reason.)

Why is government inefficient? Probably because (with some exceptions) talented people generally aren't attracted to working for their federal, state, county or city governments.

Peter the Great solved this problem 200 years ago by making government service mandatory for the intelligentsia.

I would also point out that the GOP in recent years has tried to scuttle some programs (like Americorps) that may spur talented young people into a career of government service.
