It depends on your settings.

Which ever machine receives the email shows it, not both. You can't access an email on one machine from the other unless you export the message. If both PCs have OE open only the one that grabs the message 1st will show the message. Try setting the XP machine to check for new messages every 1 minute instead of the default 30. On the other PC send yourself a message then immediately close IE. Your XP machine should receive the message.

In XP if you don't use Windows Messaging for Instant Messages or to send messages between PCs in your network you can turn it off with the System Configuration Utility:

Run> Msconfig> Startup >Under startup Items uncheck msmgs

Turning it off frees up a little memory and unclutters your tray. It'll still open and close with OE but it'll not be there when OE isn't open.
