Oh, but they can retaliate. In fact, they have been retaliating against the United States since the end of the first war in 1991, through various channels and agents, including their involvement in first attempt to destroy the World Trade Center in 1993 and a plot to kill the former President Bush. Their half-assed military makes them more, not less, of a threat, but I'm certain you'd fail to understand why.
