Karen, don't be silly, he hasn't "capitulated". He said something that could be interpreted as capitulation if you were feeling very generous and ignored all the weasel words and his copious history of pulling such pretend capitualations before. Naturally Kofi Annan, the eternal friend of dictators, was feeling so generous. But that's no reason for any rational person to ape him.

Bush has a "view that only disaster awaits the US if it fails to topple Saddam, ....in effect, the sky will fall if we...." don't pre-emptively strike Saddam even though he's capitulated to President Bush's demands.

He will have capitulated when we have inspectors combing through Iraq....until then, it is just words.

If you do a Google search of articles about Iraq in '98, you will see that he made the exact same promises 4 years ago. Congress and the UN need to keep the hammer above him. It is probably the best way to actually avoid war.
