To me, that could only mean you think Mr Bush would personally and willingly start a world war for the sake of oil prices and therefore oil industry "windfall" profits at the inevitable expense of the consumer. How else could I have interpreted your posts?

In retrospect, fatigue and distractions of the day probably kept me from asking more questions before responding to make sure there was no misunderstanding. I apologize to you and to Steve for not being more coherent; I am neither an oil specialist nor a lawyer and perhaps I was out of my depth.

I just meant "gouging the rest of the country at the expense of the American public" Isn't the rest of the country the American public? I just couldn't figure what that meant.
