Bush planned Iraq 'regime change' before becoming President sundayherald.com; This article says the document was a secret one; I'm not certain about that. A friend sent me a url two days ago which referred to the document--at least I think it's the same document. As for whether it's been up a long time or not, I can't, of course, tell when it was posted. But it looks innocent enough; just another standard wonkish piece, only put out by a neocon think tank. Here's the url but it is a 90 page document. newamericancentury.org
