As companies gear up again, freelancers are in demand to replace the in-house designers cut in the downturn. And the next hint comes when either freelancers are hired part or full time or new full-timers are brought in as business picks up again.

Same cycle occurred last recession. Freelancers were in high demand in the beginning of the last recovery, as companies could not gear up fast enough with full time workers and were unsure that the "boom" would last, and were more comfortable hiring freelance or contract workers.
