I don't think mass murder was part of the program in the Russian or Chinese revolutions. They were started by intellectuals, as such things usually are, and then the movements were co-opted my ruthless power seeking men. And for the Nazis mass murder wasn't really the program for the people initially. Nor was it ever really out in the open.

I don't think mass murder is ever the program (except for a very few, very strange organizations- like the Aryan Brotherhood), it just becomes a handy sideshow, to galvanize people, through either patriotic zeal, righteous acting out, or fear. (IMO)

And I don't think it is all that predictable, or containable.
