Some words can be actions. A command for example.

No.

A command is not an act.

It can cause a person to act. But they can choose to disregard the words.

You can be held responsible for saying words that cause people to act. But that still doesn't make it an act, other than the fact that your mouth and lips and vocal cords moved.

Causing people to act is not itself an act.
