Yes, of course. "I am saying that even if one claims to adhere to a code of that sort, one can still find room within the code to do things that we would consider brutal, despicable, and inhumane." If you believe that scriptures are the perfect Word of God or that the Constitution of the United States is a good foundation for society, established for the purpose of guiding human beings to peaceful coexistence; you may use these documents to promote that condition. You can use the same body of words to oppress others, tyrannize the weak, corrupt the organization of a community, etc. So besides being a statement of fact, what do we make of that, and what does it have to do with the condition of your persona?
