Well, in those cases I would argue that it's not the words that cause the act because the words are irrelevant.

And if you programed it to respond to pressing a button would not the pressing of the button be the action, specifically the action that sets the bomb off?

An action is anything you do. One of those things you can do is say something.

I do think that a useful distinction can be drawn between actions to communicate and other actions but either is an action.
