To make the cash rich citizens feel richer and spend more?

If the government wasn't running a huge deficit in Japan, they could get away with it. Rising unemployment kills the Social Security surplus that the politicians were siphoning off as 'surpluses'. Their next plan is to make more adjustments to the CPI, down another 0.5 points. All smoke and mirrors.
