It'll be doled out to all the American majors if King Georgus I, FD, Pocket-Protector of the Empaaar gets his smarmy hands on it. Jim Woolsey, ex-CIA greaser, is playin' let's-make-a-deal right now with Iraqi opposition groups. It'll be a while to get the fires put out and the oil to start to flow again. But hell, that's gonna be a real godsend for Oil Slick Dick's Halliburton crowd. Not only are they the prime logistics contractor to the U.S. Army now due to a crass and unprecedented sweetheart deal that Cheney and Enron's Tommy White cooked up, but HAL-itosis is going to get the bulk of the oil field services contracts as well. Almost too sweet to be true. War is just a racket. Will Elf-Aquitaine, Total and the others who are to be shoved aside go without a sqwauk? I dunno.
