That was the reinsurance companies, where an insurance company sells off part of it's risk. Like bookies lay off some bets.

But yes, the SEC and all the alphabet agencies were supposed to look at that. Not much has come out about that.

Another thing about the Bush 41 and Bush 43 being just about oil. To Saddam, 41 or 43 could just say take over the region, we'll help you for cheaper oil.
