With so much going wrong on Terrorism in the late '90s, I can't get too exercised about the ball being dropped in Sudan. I am sure the people involved are now doing a "CYA."

The whole intelligence mess was certainly aggravated by the Clinton's Administration's "PC" admin of the FBI and CIA. They were more interested in getting women and minorities into top FBI positions than making the FBI work, and this really killed morale among the "Brick Agents." "Waco" and "Ruby Ridge" had happened on their watch, Reno was wrapped up in Clinton's personal problems at Justice, and Freeh is now turning out to have been a poor administrator.

The CIA was being emasculated by the addition of more Lawyers in top positions. The CIA's work is illegal by definition. Having people with a legal BG running it was a mistake, IMO. We keep seeing where key decisions were made the wrong way when the lawyers got involved. The Democrats came in with an "Anti-CIA" bias, as a result of Vietnam and South America. This attitude led to it having its hands tied.

I do not say these things in a partisan spirit. There is enough blame to go around for all the Administrations during the last 20 years.
