Neither, Rascal. Bush told the UN to "Put up or shut up." They can pass the resolution we want, or we will go without them and expose their impotency.

That's why the Congressional Resolution must be worded the way John says

That is what you and John would love. What you are going to get is an OK from Congress to go without the UN on Iraq only.
